On October 18-19, 2025, the Administrative Law Research Association of the China Law Society held its annual meeting in Xiangtan, Hunan. This annual conference is hosted by the Administrative Law Research Association of the China Law Society and organized by Xiangtan University. This annual conference coincides with the 40th anniversary of the establishment of the research association. More than 600 experts and scholars from the theoretical and practical fields of administrative law, including the Supreme People's Court, the Supreme People's Procuratorate, the Legislative Affairs Commission of the Standing Committee of the National People's Congress, the Ministry of Justice, Peking University, Renmin University of China, and China University of Political Science and Law, participated in this conference. Our teachers Professor Yang Shuguang and Associate Professor Wang Yuquan were invited to attend this conference.
At the opening ceremony, Liao Yong'an, President of Xiangtan University, delivered a welcome speech. Li Yongliang, Mayor of Xiangtan City, Wang Yiou, Vice Governor of Hunan Province, Zhang Xueqiao, Deputy Prosecutor General of the Supreme People's Procuratorate, Hu Weilie, member of the Party Group and Deputy Minister of the Ministry of Justice, Tong Weidong, Director of the National Law Office of the Legislative Affairs Working Committee of the Standing Committee of the National People's Congress, and Geng Baojian, member of the Judicial Committee of the Supreme People's Court and Chief Judge of the Administrative Trial Division, delivered speeches successively. Ma Huaide, Vice President of the China Law Society, Director of the Academic Committee, President of the Administrative Law Research Association, and President of China University of Political Science and Law, delivered a report on the forty year development of the Administrative Law Research Association of the China Law Society. This year's conference will set up forums such as "Construction and Transformation of China's Autonomous Knowledge System of Administrative Law", "Reform of Administrative Law Enforcement System and Mechanism", "Improvement of National Compensation Law and Administrative Litigation Law", "Sound and Improvement of Administrative Dispute Mechanism", "codification and topics in various fields of administrative law", and "Development and Reform of Administrative Law (Studies) in Specific Fields" for discussion and exchange.
The theme of this year's conference is "Further Deepening Reform and Building a Rule of Law Government". Professor Yang Shuguang from our institute submitted a paper titled 'Legislative Regulation on the Abuse of Rights by Professional Claimants', and Associate Professor Wang Yuquan submitted a paper titled' Research on the Legal Protection of the Prosecution, Investigation, and Verification Rights in Environmental Administrative Public Interest Litigation '; During the two-day conference, our faculty actively engaged in academic exchanges with renowned experts, scholars, and leaders from practical departments in the field of administrative law nationwide, enhancing the influence of Yantai University Law School.
